What a novel idea, the old Renault 12 has something similar but the GQ idea has got to worth checking out - now who has a GQ that I know well enuff to let me borrow it for a night (:-

Subject: Nissan Brake bias adjuster

By accident I have discovered a Nissan rear brake bias valve with an external adjuster arm.  It sits above the rear diff of the Nissan 4 WD GQ Patrol.  It has a lever arm connected via a big spring to a bracket on the diff housing, so when the body lifts under heavy braking the spring operates the lever reducing pressure to the rear discs to stop lock up under weight transfer.
 
The proportioning valve unit with its inbuilt lever could be fitted with a threaded shaft to adjust it manually, and bolted onto the transmission tunnel. Connect the brake pipes, bleed, and you have adjustable rears.
 
It probably costs $300 new from Nissan, but most 4WD Wreckers have them. If your lucky they should be cheap.
