I think Andrew summed it up pretty good.

Anyhow, for those interested, I've got a recent list of those new stationary
speed camera sites run by the RTA in NSW. (Yeah, that's right, the RTA
maintain and run them, the offences are then referred to the police to send
out and enforce).
As far as I know the list is complete, however more locations are on the
drawing board. The speed cameras are set to operate when a vehicle passes
the detection point at a speed in excess of the speed limit by 10 % plus 2
kph.
eg. in a 80 zone, the camera will start activating at 80 + 8 + 2 = 90 kph
      in a 110 zone, the camera will start activating at 110 + 11+ 2 = 123
kph

The 10 % is derived from the Australian Design Rules (ADR's) which state a
manufacturer must produce a motor vehicle with the speedometer reading
within 10 % of the actual speed travelled. The 2 kph is the accuaracy of
the speed camera unit (ie it has an accuracy of plus or minus 2 kph).

  Here goes.

No. Location.
1. Hume Highway, Tarcutta
2. Hume Highway, Coolac
3. Pacific Highway, Herons Creek
4. New England Highway, Tillbuster (appropriate suburb name)
5. Woy Woy Road, Kariong
6. Delhi Road, Maquarie Park
7. Cowpasture Road, Green Valley
8. Princes Highway, Bulli
9. Bells Line of Road, Kurrajong
10. New England Highway, Lochinvar
11. Pacific Highway, Gateshead
12. Eastern Distributor (Sydney) - south bound
13. Eastern Distributor (Sydney) - north bound
14. Hume Highway, Burwood Heights
15. Princes Highway, North Wollongong
16. Eastern Valley Way, North Willoughby
17. The Entrance Road, Bateau Bay
18. Richmond Road, Berkshire Park
19. Eastern Arterial Road, Gordon
20. Newcastle Road, Lambton
21. Henry Lawson Drive, Panania
22. Gibson Avenue, Padstow
23. Elizabeth Drive, Bonnyrigg
24. Great Western Highway, Hartley
