If you think its fuel supply, try swapping the Webbers and see if the
problem happens on the other cylinders.

I have had a similar problem recently.  I refitted the head on an unknown
quantity L series engine which I had just bought with the head removed,
because the unmechanical former owner was told by a workshop mechanic it had
a blown head gasket.  She couldn't afford the $700 bill he wanted to
reinstall it.

It fired up, but ran as rough as guts, as if it had a head gasket leak, or a
cracked head.

I pulled each plug lead in turn to find it was no. 2 cylinder that wasn't
working.  But I noticed as I pulled the no 2 plug lead again, the motor
started running on all 4 when the spark jumped 2cm.from the lead to the top
of the plug.  When I refitted the lead it was back to 3 cylinders. I
repeated this test and the same thing happened each time - perfect running
if I held no 2 plug lead 2 cm from the plug, so it had a super fat spark.

I pulled the plug and it looked perfect, as it was a brand new NGK.  I
refitted the crappy old plug it replaced and presto, all four were firing -
a dud new plug that required a big voltage to arc it up.

Moral - dont ignore ineffective new parts.
