They can be very tight, here are a few methods which
might help you.

You can buy a "tie rod end puller" from Repco or
similar. They are quite simple to use and will usually
do the trick, not expensive from memory ( I bought
mine some years ago). Remember to leave the nut on the
threaded part so you dont damage it ( on the  one that
still has thread that is !!) when you screw the bolt
down.

Another method is to use two hammers, one rested
against one side of the draglink where the tie rod
passes through and smartly hit the opposite side. If
this doesn't work immediatly, use the tie rod end
puller as it will have "jarred" loose.

Last resort is to use heat via an oxy torch ... read
GENTLE heat and use the hammers when it is warm or the
puller.
