hard to undo bolt

can anybody tell me how to remove the bolt that holds the gaurd to the sill, mine is rusted solid. I'm not even sure what size it is... I got some replacement sills from 1600 workshop, whats the best thing to do? replace the whole sill or just part of it? I was thinking of doing part of it (as only part is rusty) but I'm not sure if it matches.... I might have to blend it in so it looks like it does.
