Sealed fuel system is part of ADR27. The same question came up recently, you can't run half the system, you must connect the T piece that's located on the passenger side strut tower otherwise the tank will pressurise to a level more than the fuel pump can cope with.

I have a sealed ADR79 (?) fuel system which I have converted to a charcoal cannister arrangement, like the responsible car enthusiast that I am.
 
I am wondering if the changing pressures in the tank affects the float levels in the carbies. (high pressure when it has been sitting around (low float level?), vacuum when engine is running at above idle(high float level)).
 
Can anyone offer any insight/solutions?
