you are all pretty much write except the restriction as you call it has 
currently been removed so the civilian gps's are in fact quite accurate. 
however because the satelites are controlled by the us military they can 
switch the error factor back on at any time. i'm also pretty sure that there 
is no seperate military and civilian channels but i could be wrong.
