I'm also a mech engineer and made inquiries as to getting on the list of engineers approved to do certificates. You must have a degree and you just have to convince them you have a working knowledge of the ADRs and also some experience in the area you want to write certificates for. The biggest hurdle however is that you need to get professional indemnity insurance which makes it not worthwhile unless you want to start writing many certificates for profit. I have the application forms and stuff somewhere here but never applied. If I have any dramas getting my Escort certified (which I don't think I will) I may apply to get on the list.
