Sounds like someone has fitted inserts ,which I'd guess would be gas. Most struts will leak a little oil if upside down, if it's a large quantity then the seals may be damaged or worn. Most inserts are sealed and cannot be repaired so if they're operating OK, I'd say the best thing to do is leave them. If you need to a large flathead screwdriver and hammer can take the top ring off, or a suspension shop can do it quickly if you can take them your struts, they can also test them for damping/ rebound and normally shouldn't charge much at all.. Some inserts are larger in dimension than the std struts and won't let you use the original hex nut, seems to depend on the brand.
