I would have thought that painting would decrease efficiency??  Heat
dispersion would decrease??  Also, the thickness of the paint would have to
be carefully applied, so as not to block air flow through fins??

yep you can paint intercoolers but if you prefer alloy look rather than
black dont paint it "alloy" because then you'll have two layers of paint
affecting its heat transfer properties. get it stripped of the black (and
all the gunk which has built up over the years which may be affecting its
performance also)
