Yeah well it depends - there are fors and againsts. there are all the 
points that you mention, but there is also the fact that black surfaces 
have a higher emmissivity (radiate but also absorb more heat). but
that effect may be offset by the fact you are putting a layer of paint 
over the surface actually doing the emitting (thus maybe insulating the 
surface).... there are also specially developed heat transfer paints 
available. 

Andrew D or Andrew S (I think?!) discussed some of these intercooler 
painting advantages/disadvantages last time the topic came up, and also 
mentioned some testing he knew of, or was involved in, on the area. may 
be in the archives??
