He may be referring to an etch primer or a rust inhibitor, not an undercoat.  Normally bog is applied directly to shiny, clean metal. Undercoat is applied on top of it, after shaping is completed.

I was speaking to a bloke tonight at trade school (one of the teachers) and he said that when bogging a panel, always paint it(prime) before adding the bog.
 
The reason for this was because something about being being two parts, filelr and hardener. And this applied to a metal surface causes condensation between the two over time and thus rust forms.
 
How much truth is there to this. I know i've found quite alot of rust underneath bogged up surfaces, whether it was there beforehand is another thing tho.
 
Any opinions?
