not sure I've got the drift of this question - I think you mean can you be
charged with say "neg driving" if you hit someone up the rear? Sure you can,
especially if there are witnesses and it can be proven you were doing
something silly like hands off wheel, mobile phone in ear
etc

I know that if you hit a car up the bum while
they are standing still (say at a set of lights) that it is an accident and
its your fault but can it be catagorised as a traffic offence, olike if
coppers saw you do it would you be charged with an offence???
