I have used the hacksaw to cut slots across the blind head bolts and then used a screwdriver to undo them.  Not too hard to do. Just remove the plastic cover and you can get a saw on both bolts. Remove all the column cowling etc so you have good access and use a small chisel and a hammer to get the snap bolts turning but hitting them at an angle at the edge of the head. I used a chisel that was round with a flat tip maybe 5mm in diameter. The hard tip of the chisel can usually cut into one side of the bolt head enough for you to be able to tap it round.
