What I heard was that it's the loss of points for these offences that's new, and not the offences as such. Didn't we just get a sticker for these offences before?   What about the external BOV - are they illegal full stop or is there a noise limit?   I wonder why the use of a mobile phone without a hands free kit wasn't included.
