There's another thing that will stop an engine revving that I forgot about earlier, and that is a blocked exhaust. Baffle plates do corrode and get lodged in the wrong place. I had a 200B do this once and it took a bit to find as everything sounded just like it should up to 3K rpm or so and then it went real quiet.
