If its flowing fuel out the jets, then the fuel level is too high in fuel bowls. The fuel level should be just below the jet hight.
The needle and seat in fuel bowls, or your floats are stuffed, or your fuel pump is pumping too high a pressure for them to shut off the flow. 3 - 5PSI is all they can handle. Are you sure you are not using an EFI fuel pump? They pump at 35PSI.
