The government doesn't say anything about the power output of Holden or Ford engines. The only time they have is when Ford proposed the GTHO phase 4, and the government of the time said "do it and we'll choose not to renew our fleet car contracts" causing a rethink....
The reason why they are so conservatively mapped is partially for emissions, but mainly for reliability. The manufacturers warranty covers a vehicle for however long no matter where you drive it. Take your new VY out to the Black Stump and fill it with poor quality petrol for the trip home, and the thing will still go as it always has (and more importantly, always will) which is what the majority of new car buyers care about, not that extra 10 horsepower. Don't forget about Subaru's first batch of STi WRX's, which had a huge engine atrition rate. Subaru hadn't remapped the ECU and several EJ20's detonated to death - all had to be rebuilt and all at Subaru's expense. They didn't make the same mistake for the second batch - which were mysteriously down on power when compared to the first. People don't realise the costs involved when they complain about the poor fuels available here.
