What size chokes are you running in the Webers? My L20B which is a 2L made 92kw on that dyno at the nationals :) and has bags of low down torque. I am running 36mm chokes. I also tried 38mm but lost a lot of torque with only a small gain in power. Also it depends a lot on the cam you are using. I am running a Wade 640a which has quite a lot of valve lift (.595") and also has a fast ramp rate (valve opens fast) with less overlap than some of the other cams. This helps out the low end torque quite a bit, but is fairly hard on the rockers and cam wear although not excessive. Maybe a close ratio gearbox would help you keep the engine in its powerband better?

I have a worked L20 bored to 2.1 with high lift cam and twin webers, extractors etc fitted to my stanza.  Which was recently beaten by a stock V6 Capri on tar.
 
It has 91Kw of power at the rear wheels but no torque under 4500 rpms.
 
I am not allowed to use any post 1977 product to modify it.  The car is fast in straight lines but wont compete with the big boys on windy, twisty or extreme hills.
 
On a recent tarmac rally I could keep up with a V6 Capri (83Kw ATW) all the way except when the road started to wind or a mountain had to be climbed.
 
How do I increase torque without seriously affecting Power.  I run a 4.625 locked Diff and 5 speed R31 Gtr box.
