FJ20 Blow-off valve problems

Asking for friend who has troubles with a blow-off valve - I know nothing about them apart from their purpose. He said it didn't sound right, and upon inspection found the T-piece (which plumbs back into the plenum and fuel regulator) cracked. After replacing this the valve doesn't fully open and he took it apart and "cleaned and lubbed it" - still no good. Any suggestions - sorry I don't know any details about the brand.
