I asked a similar question just the other day and the guy's came back with.....
 
( 1 )  its an idle air bypass valve, there's a disc that slides across and lets air past the throttle body.
( 2 ) it sounds like the cold start/ fast idle control. If it has a tube top and bottom and a 2 pin, EFI type connector, then I would say that�s what it is.

 With a standard computer you have to run one but my mate ditched his as he ran a micro tech with no problems.....but bear in mind we are in Darwin (sitting here in shorts with doors open)  i.e. as we don't have cold weather here....
