Engineering depends from state to state. Basically look up an engineer in the phone book and ask questions before you start, each one you talk to will have a different idea. I don't know if the S13 bar will go on. I didn't get a half cut so I got no idea. I know that the bluey bar is no good at all, and the skyline bar is slightly better, so if you want a custom one say so now and I'll add one to the order.
