as it turns out if U drive a car that stands out in any way you may recieve a letter too I spoke to another person that recieved a letter like it, your car doesn't need to be on the road just as long as it is regestered they can pick on you so beware if you car is trick in any way (illegal) some pencil pilot is looking to send a letter your way
