There's a lot of work getting memcached working for Windows, and in the past different people have produced working windows versions, but there's no active maintainer, and the win32 modifications are not part of the main distribution unfortunately. I'm sure that when there's an official 1.3 release (as far as I know it's still work in progress?) someone will make a win32 version of it when they need it. :-)
