Hey Philip. Provided you have some RAM to spare, Vista + Ubuntu (running on vmware) makes a pretty good combo. I've had bad luck with cygwin in the past. Some people manage to get it working, but if you're going to deploy to a linux box, it makes a lot of sense to develop on the same environment as you deploy on.
VMWare has gotten really good lately. I'd highly recommend virtualizing your dev environment.
