I would definitely not bundle merb_cucumber to the Merb. That will be the same pain as with merb_sequel and merb_datamapper. The Cucumber has far more rapid development cycle than Merb has nowadays. I haven't had time to fix merb_cucumber myself for several weeks now because all the merb_cucumber implementations fails on 1.9.
I need to check Jacques code and test it on current 1.1 and 1.9.1. My main reasons why not to add the merb_cucumber to the merb is that it really is the 3rd party. Many people don't use it and any other stuff we need to care about will in long run definitely complicate things. Also if you add merb_cucumber to Merb what happen when cucumber or webrat change? We will need to change merb_cucumber and we'll do the Release? My philosophy is to keep Merb as clean as possible and rather add things I'd remove them to separate packages. I was able to make Sequel working only because I've merb_sequel separate and I can keep up with Sequel development. And it doesn't make sense for people to maintain whole merb fork only because they need fix the cucumber integration. What I'm definitely up to, is to make one WORKING merb_cucumber implementation and try to keep it up to date and working. If Jacques managed to do this and it works with sessions, than kudos!
