The practice of "Cost plus" goes back at LEAST as far as FDR. FDR wasted
HUGE sums of money during his interminable terms. Ever heard of Daddy
Warbucks? That came out of FDR's Cost plus wasting of money. Ever hear of
CCC? Ever hear of WPA? Those were non-defense boondoggles.
