Really, however, it is the yahoos that drive along with you on the public road that are more the hazard. However, you do remind me of a concept I heard long time ago. This person was saying he drives without a driver license, hence without insurance, maybe. The concept he was utilizing the commerce clause in the constitution - something to the effect of no harm to be enacted. I guess there are cases that are tried routinely on the matter - all of which win, as the concept is clearly within the establishment of the government.
