Assuming its the same as an '85....

Grab the vent itself with a pair of pliers (you might buffer the jaws with a 
piece of leather or something) and pull straight out which will pull the vent 
out, then reach in with a wire and close the flapper thats right there behind.

With any luck once you're in there you'll see whats wrong. IIRC the lever is 
attached to the flap by an allen head bolt which may have loosened over time.

.... that won't close. Which is kinda a problem when it's 20 deg F  
outside. The levers that are supposed to close them do nothing.  Any  
suggestions for repair without removing the dash? Does anyone have a  
scan of the parts book that will show me the relevant pieces?
