John:Temp should change at the same speed on both sides. Sounds like you have a bad water control valve, causing excess heating on one side, so the other is too cold.
As I said, I'm not familiar with that system, but there HAS to be some sort of temp sensor for each side. It may be in the heater box instead of the overhead, though, to set the correct temp in the ductwork.
