It looks like Hollywood Restoration II is just a better restoration algorithem. Probably better color color correction but as its 8mm its probably of dubious value.
If it were me and I were going to run it through Studio I'd probably want it on MiniDV tape. That way I'd have a good backup, then I could capture it with my MiniDV camcorder, Studio makes that part VERY easy. Otherwise I'd probably go with ProRes but you'd need to download a ProRes decoder to make it work. Studio will import the ProRes media and turn it into Studio Native media based on your output format (so if you're working in 1080i for instance it'll use whatever its native format is for that). Then edit and output to DVD or Blu-Ray or whatever. For editing since you're on a PC I'll recommend Pinnacle Studio, buy whichever level you think you need, more money = more tools as with most anything. Cyberlink has been around for years and I've played with it and HATED it.
