That is a possibility.

State Farm is struggling in Florida, and has made it clear they want to leave.  
My take on this is that as long as they are here they plan on making a profit 
on people who are not willing to change.

Your agent may experience a lot of customers that are leaving for other
companies, knows she can't compete, so she's not putting forth the effort to
do so.
