If it's 10 mph slow, reposition the pointer on the shaft.  

However, if it's 9% slow, put on bigger tires, it's not the

Pressure pump.  The second gear is not a stabilizer, it is the
pump.

The gears have to be pretty tight to the housing.  It works
because where the gears mesh the fluid is displaced.  The fluid
is picked up by the gear tooth and forced forward because the
gear is sealed to the walls.  The fluid does not then return
because where there is a meshed gear in the space where the
fluid used to be.
