Upon reflection, I find that my experience with the criminal mind is such that I am unqualified to deduce that the car thief would check the speed rating of tires on the stolen car as a qualifying condition to exceed the bounds of common sense. Therefore I recuse myself.
I do however nominate the aforementioned thief for the Darwin Award. Perhaps the original question re tire selection failed to consider the limited capacity of professional thief to do pre-theft tire changes in preparation of high speed runs from police.
