You need a smaller space to heat and more insualtion.

You might want to consider other means of keeping warm.
For example, close off all but the rooms you need and insulate them really well 
and heat just the area you need.
My sister and her first husband lived in a 2500 Sq foot house built in 1912.
They quickly discovered that they did not want to afford to heat it properly.
They had a room on the 2nd floor that had been a bedroom but had been converted 
to a small family room with a wood fireplace by the previous owners.
They essentially lived in there most of the winter using the wood fireplace to 
increase the heat in that room.
They had a waterbed with its own heat source of course so they could stand the 
bedroom being fairly cool.
Activity in the kitchen meant they could usually manage their too.
I don't recall what they did with the bath but I assume they maybe had a small 
electric heater they could use to warm the room before having a bath. Small 
room so not too difficult to warm up somewhat.

My house is relatively new having been built in 1981. It has 2X6 studs in the 
walls so room for reasonably good levels of insulation and about 2 foot thick 
insulation in the attic. We have replaced most of the windows with better units 
and it is fairly easy to heat.
It is 1800 sq feet on 2 floors - not including the basement.
I think our heating cost is running about $78 per month on natural gas - and 
the furnace is original and not one of the new higher efficiency models.

We have our thermostat set to keep the inside of the house at 21.5.
IF you are at 13.6, it must be a bit chilly in there.

On a similar point, I noted this morning, because I have been watching the 
temps in Hawaii since our visit there and in Ottawa where my elder son resides, 
that:

The forecast for Honolulu was 27 and 19 while the forecast for Ottawa was -27 
and -19.

I think I prefer the Honolulu version.
