Could well be wax or some similar contaminant from the road. I'd try scrubbing with Bon Ami. Don't use similar cleansers like Ajax---Bon Ami is only very mildly abrasive and won't scratch, others are harsher. I believe BMW officially recommended it at one point in a service bulletin for cleaning stubborn glass.
If that doesn't work, try lacquer thinner---but be VERY careful not to get any on paint, rubber, or anything else besides the glass! It is an effective solvent of practically anything petroleum-based, which whatever's on your windshield probably is.
