Sure, I can't see any obvious rust and it may be a low K example that wasn't driven much and spent it's life under cover.
The only way to really tell what it's like is to have a look.
The thing is if it is a very good original example you should keep it so and not drop in a better engine. Not sure how well it would go in modern traffic and it will want to have a big drink at the servo every now and then but if it is a bit of a project/weekend cruiser, then yeah. Really depends what you want in the way of the 108/9, this one may fly under the radar as it is not a V8 or a 109.
