The car was designed for the sole purpose of fulfilling the EPA numbers game, which rates car manufacturers on the "total fleet mileage" for determination of compliance with the every tighter emissions rules for each model year.
By actually producing the car and "leasing it to customers" they met some EPA bean counters calculation of allowable miles vs emissions for the production fleet of cars and trucks sold.
