Another strange artifact of slavery. The intent (14th amendment, 1868) was to make it clear that the freed slaves were citizens (which was pretty-much all of them, slave trade ended in 1808). On one hand, this should be fixed because it creates the anchor baby situation. On the other hand, this would not be a problem if folks still took JFK's words to heart.
