On a point of information, to receive a handgun legally in NC, a person must 
first obtain a pistol permit from the sheriff in his county of residence.  This 
applies under all circumstances: purchases, gift, inheritance, prize, etc.  The 
sheriffs conduct a background check which is more thorough than the NICS 
(required for all firearm purchases from US dealers) although less extensive as 
for concealed carry permits.  

It is always a tense situation whenever LEOs respond to a domestic disturbance. 
 In close quarters (Google Tueller drill or 21 ft. rule) an assailant with a 
knife is considered as dangerous as one with a gun. So except for a deliberate 
ambush scenario, guns are not the main danger and responsible citizens are not 
any danger.

I am a strong supporter of taking illegal guns away from criminals and 
prosecuting the perps.  Current Federal gun laws have real teeth but the Feds 
lack enough cops to enforce them and (for some inexplicable reason) most local 
agencies and jurisdictions rarely use these tool.  In fact places with the 
highest crime have the worst record of enforcing current gun laws.

The theory that we can solve gun crime by taking guns from law-abiding citizens 
(who are the only ones who will comply) is like getting a vasectomy because you 
think your neighbor has too many children.
