It seems that it would be easier to build portable synthetic diesel plants and move them to the old land fills around the country and create synthetic diesel from all the methane that's available. Or tap into some natural gas where it's not economical to transport. Or just build a plant in DC and capture the political "gas" to create the diesel and the "hot air" as a power source. This water source method seems like a new way to sell wind mills and other items or as a new income source for Holland since flowers probably aren't selling as good due to the wonderful state of the world economy.
