Best way to do a basement there would be to get a pre-cast septic tank (new
obviously) with a big door in the top. Coat it with something, like a
rubberized something, then wrap it in sheet plastic gluing the overlaps
together and bury it, then build a house over it.
The worst thing is it'd want to float. Hopefully the house would be enough
weight to keep it down.
When I was but a wee lad we put in a lot of those tanks at the Rod and Gun Club
to use as outbuildings. They were pretty vandal resistant...
