When mounting, they used to seat the bead by putting it in a water tank and whacking the tire next to the rim with a big (3lb or so) hammer wherever there were bubbles until the bubbles quit.

If an old tire has bead leaks, the usual thing is to break it down, slather black glue on the tire bead, and reseat.

Obviously, you don't want to dismount that old leaky tire again after you glue it to the rim, and the guy who has to clean the rim for the next new tire will use some creative language while he's doing it.

If you're really lucky, the tire bead is still compliant, but there's a bit of rust or old tire that needs to be buffed off the rim to allow it to seal.
