That's just ignorant: how one uses sights depends on range and speed. If you are at 3 yds. or so you might either not use sights at all or just eyeball the front sight only at waist level. Using sights fully can be surprisingly accurate even with a snubby revolver or pocket pistol at 15 or even 25 yds. Some pocket pistols such as the Ruger LCP have such rudimentary metal sights that a laser sight can make the pistol much more accurate at these longer ranges. If the situation justifies the use of deadly force, using sights will not increase the risk of legal liability. And it will certainly decrease the risk to any innocent bystanders.
Decent sights can improve the odds of survival in a self-defense situation. BTW, most cops receive little firearms training, just qualification once a year.
