If it was a fed car or one legally imported, in 1969, it was sold new
with seatbelts. People took them out, as some states required use, "if
installed."

My Dad bought a '69 MB circa 1994, which had no seat belts. We found a set
of used belts and installed them prior to drive from CA to WI. The
mounting holes were there, so I guess the belts were an option?
