Teddy Kennedy (D-UI) (who has been sober now for about 8 years) blocked
those wind machines back when because he was prone to running into
things while sailing. True Fact.

I see a lot of wishful thinking in this response. "Will be
negligible" really means "We're going to find out".
There are birds that migrate offshore, oil rigs get hummingbirds...
