I really like his Bureau of Sabotage short stories.  Premised upon government 
having become too efficient and steamrolling the rights and needs of the common 
person for the greater good.  The Bureau was tasked with implementing speed 
bumps or eliminations at an inflection point that would cause the least damage 
to society
