Out in the wild country like that it is not unusual for kids to drive (gummint rules nothwithstanding).  That area kinda defines "middle of nowhere."  Was it wise, in hindsight maybe, maybe not, as the problem seemed to be due to a blowout, admittedly of a spare that should not have been used -- that was on the father.

Kids here in SC and other states used to drive school buses when they were 16, it was no different from being crossing guards or whatever, it was just something they did.  I guess the litigious society shut that down. Hell I drove a school bus load of drunks to the Indy 500 when I was 17 (and got $20 and a free infield ticket for my efforts!).  That worked out OK, I even had to be assertive afterwards (the race actually got canceled due to a really bad crash on the first lap) when the drunks were misbehaving on the bus.  By that time I was flying airplanes for 2 years, so I did have a degree of responsibility.

Any thoughts on the wisdom of letting a 13 yo drive at night on a two lane
road with a 75 mph speed limit?

It sounds like the real issue was probably the poor condition of the
spare tire that blew out before the collision. They were likely just
driving too fast on a junk tire so it may not have mattered who was
driving. If the left front tire blew out, the truck probably changed
lanes to the left before there was time to react. Unfortunately they
were meeting the van at the same time. A second or two, sooner or later
and the truck might have have crossed into the ditch and missed the van.
The speed limit was 75 mph and if they were each traveling at close to
that speed, their closing rate was something around 150 feet per second.
