  You almost got it right....He would be finEd if he got caught in 
either 
Communistwealth of PA or VA driving with no tags, insurance or 
inspection. 
Bill of sale doesn't cut it in either.
  PA does have paper tags but you must have the title to get one.  No 
paper 
tag at all in VA anymore.  Tried that last summer.

Not sure if this has been completely answered yet...
 
I live in PA and I picked up my car in Boston with a Maine title.  Have the 
owner send you the title, take it to any tag place in PA and get a licence 
plate.  Take the plate with you when you go to pick up the car.  Put insurance 
on the car before you leave and take some proof of insurance when you go to 
pick up the car.  When you get back in PA you will have something like a month 
to get an inspection.  Put the temporary registration in the window of the car.
