I have had success with that kind of approach, too.

When I was working at LANL, an electrical supply company which had a
contract with the Lab was postponing the delivery of a cable ladder rack
and nothing seemed to phase the order counter. I called the company and
asked to speak with the president. He wasn't in, but his secretary got an
earful of "if the rack is not delivered in a day or two I will do
everything in my power to make sure your contract is not renewed."

I think I had an easy task of finding the phone number of the president of
the (small) company. Is email information readily available for HD?
